The Governing Council is the highest decision making body of the Polytechnic and is charged with the general control of the institution, its affairs and function including finances and property. The Council is empowered to organise academic units and courses as may be necessary to meet the economic and social needs of Kebbi State.

All members of the Governing Council are appointed by the Executive Governor on the recommendation of the Commissioner for Science and Technical Education. The Registrar of the Polytechnic is the Secretary to the Council

POWERS AND DUTIES OF THE GOVERNING COUNCIL

The powers and duties of the Governing Council of the Polytechnic are spelt out in section 9 of the law No. 8 of 2013 establishing the Institution which includes general control of the affairs of the Polytechnic, its finances and property. The following are the major duties of the Council;

  1. To receive and appropriate for the purposes specified in the law such sums as may be provided for the support of the Polytechnic;

  2. To confer diplomas and certificate upon successful candidates for graduation, it may also confer Honorary Diplomas and certificates upon persons in recognition of learning, statesmanship or eminence in any of the fields of specialization of the Polytechnic, or in recognition of public service. Provided that such diplomas and certificates shall not be conferred in consideration of or to reciprocate some personal favour.

  3. To authorise the Rector of the Polytechnic to award proficiency certificates or diplomas to students who have completed non-diploma courses;

  4. To organize academic units and courses as may be necessary to meet the economic and social needs of the State;

  5. To appoint, on the recommendation of the Rector of the Polytechnic, academic and administrative officials, faculty and employees of the Polytechnic, to determine their remuneration, subject to overall terms and conditions of employment and other pertinent budget and remuneration laws, hours service, and to perform such other duties and conditions as it may deem proper; to grant to them, in its discretion, leave of absence under such regulations as it may promulgate; any provision of existing laws to the contrary notwithstanding; and to remove or dismiss them from the employment of the Polytechnic for just cause after an investigation and hearing;

  6. To approve the curricula and rule of discipline drawn by the Academic Board

  7. To provide fellowship for qualified faculty members and to provide scholarship for deserving students;

  8. To prescribe rules for its own governance and to enact for the administration of the Polytechnic such rules and regulations, not contrary to law, as may be necessary to carry out the purposes and functions of the Polytechnic;

  9. To receive in trust legacies, gifts, and donations of real and personal property of all kinds and to administer the same for the benefit of the Polytechnic or of any student or students, in accordance with the directions and instructions of the donor, and in default thereof, in such manner as the Council may in its discretion determine. All such donations shall be exempt from all taxes and to be considered as deductible items from the income tax of the donor;

  10. To authorize the Polytechnic to undertake construction and/or repair of its buildings, machinery and equipment and other facilities;

  11. To provide vocational training to adult citizens and out-of-school youth; and;

  12. To acquire sites or campuses and to provide facilities and improvements as may be necessary.
